Jeff Pricher is a 27-year member of the fire service who has worked all over the world. He has served in Antarctica for the National Science Foundation, the US Forest Service on engines and as a helicopter rappeller, as a paramedic, a SWAT paramedic, and has filled all ranks in the structural fire service and still maintains certifications as a fire marshal and fire investigator. Jeff has been with the Scappoose Fire District for the past ten years. As the Chief, he oversees a community risk reduction program, an ambulance service and special operations program that includes rope rescue, swiftwater rescue, marine firefighting and Uncrewed Aircraft Systems (UAS or Drone).
Jeff is a co-author of the IAFC and NFPA endorsed textbook, Wildland Firefighter Principles and Practice. In the summer, he serves as a division supervisor on a regional interagency Type 2 Incident Management Team, is a qualified IC Type III, and also responds as a safety officer on a US Department of Health and Human Services, Disaster Medical Assistance Team (DMAT).
Jeff also serves as the program manager for the aviation program, specific to UAS, for the Regional Disaster Preparedness Organization (RDPO). He is also the current chair of the RDPO fire and EMS workgroup which covers over 30 fire agencies spanning two states (Oregon and Washington). The RDPO is made up of five counties that span the Portland, OR metro area and includes over 12 different discipline workgroups.
Specific to UAS, the Scappoose Fire UAS program has two FAA waivers that cover the entire state of Oregon and one county in Washington state. The waivers allow flights up to 1,199 ft in class G airspace, flights in controlled airspace (C, D, and E), and Tactical Beyond Visual Line of Sight (TBVLOS).
Other assignments include serving as a voting member for the IAFC on the National Wildfire Coordinating Group (NWCG) Interagency Fire UAS subcommittee, as a member of the IAFF/IAFC robotics work group, member of the steering committee with the Law Enforcement Drone Association (LEDA), Vice President of the Cascade Chapter of the Association of Uncrewed Vehicle Systems International (AUVSI) and as a board member with the Oregon Department of Aviation.
